Delaware has no lawful channel for THCA flower. The controlling authority is 16 Del. C. § 4714 and 3 Del. Admin. C. § 805, and the measurement standard Delaware applies is delta-9 for the hemp program, but tetrahydrocannabinols are scheduled.
