Total THC vs Delta-9: The Formula That Changes Everything

One number is about to reorganize an entire industry: 0.877. It appears in Section 781 of Public Law 119-37, signed November 12, 2025 and effective November 12, 2026. It is not arbitrary and not new to chemists — it comes straight out of the molecular weights of two closely related compounds. It explains why the same jar of flower can be legal hemp under one standard and non-conforming under the other without a single molecule changing.

Two Standards, One Product

The 2018 Farm Bill defined hemp by delta-9 THC only: not more than 0.3% on a dry weight basis. Nothing in that definition addressed THCA — tetrahydrocannabinolic acid — the acidic compound the plant actually produces. THCA is non-intoxicating in its raw form and becomes delta-9 THC only when heat is applied.

That gap is the whole story of high-THCA flower. A cultivar can carry 20% or more THCA and still test below 0.3% delta-9 raw, because the plant has not converted its THCA yet. Under a delta-9-only standard, that material qualified as hemp.

Section 781 replaces that with a total THC standard:

  • Total THC = delta-9 THC + (0.877 × THCA)
  • Capped at 0.3% total THC on a dry weight basis
  • Finished products separately capped at 0.4 mg total THC per container
  • Synthesized or artificially derived cannabinoids excluded from the definition

Why 0.877?

The factor is a mass-conversion ratio. THCA and delta-9 THC are nearly the same molecule. THCA carries one extra carboxyl group — a COOH attached to the aromatic ring. Heat drives that carboxyl group off as carbon dioxide, a reaction called decarboxylation. What remains is delta-9 THC.

Put numbers on it:

  • THCA molecular weight: approximately 358.47 g/mol
  • Carbon dioxide lost: approximately 44.01 g/mol
  • Delta-9 THC molecular weight: approximately 314.46 g/mol

358.47 minus 44.01 equals 314.46. The mass that departs as CO2 is real mass, and it does not become THC. So fully decarboxylate a quantity of THCA and the delta-9 THC you end up with weighs less than what you started with. The ratio is 314.46 ÷ 358.47 = 0.8772, rounded in the statute to 0.877.

Plainly: 1 gram of THCA yields at most about 0.877 grams of delta-9 THC. The remaining roughly 12.3% leaves as carbon dioxide. The factor is a theoretical maximum-yield calculation, and the same figure agricultural regulators have used in hemp compliance testing for years. Section 781 applies it to the definition of hemp in commerce, not just field testing.

Worked Examples

The formula applied to typical potency figures, using 0.2% delta-9 THC as the raw baseline. Federal limit for comparison: 0.3% total THC.

  • 5% THCA: (0.877 × 5) + 0.2 = 4.385 + 0.2 = 4.585% total THC — about 15 times the limit
  • 15% THCA: (0.877 × 15) + 0.2 = 13.155 + 0.2 = 13.355% total THC — about 45 times the limit
  • 20% THCA: (0.877 × 20) + 0.2 = 17.540 + 0.2 = 17.740% total THC — about 59 times the limit
  • 25% THCA: (0.877 × 25) + 0.2 = 21.925 + 0.2 = 22.125% total THC — about 74 times the limit
  • 30% THCA: (0.877 × 30) + 0.2 = 26.310 + 0.2 = 26.510% total THC — about 88 times the limit

Run it in reverse and the picture gets starker. To land at exactly 0.3% total THC with 0.2% delta-9 already on the books, maximum allowable THCA is:

  • (0.3 ? 0.2) ÷ 0.877 = 0.114% THCA

Even with delta-9 at essentially zero, the ceiling is 0.3 ÷ 0.877 = 0.342% THCA — orders of magnitude below what the current flower market sells.

The per-container cap tightens it further. A one-gram unit of flower at 20% THCA contains roughly 200 mg of THCA, or roughly 175 mg of total THC. The statutory finished-product cap is 0.4 mg per container.

How Labs Measure It

Two testing approaches exist, and the difference between them is the difference between the two legal standards. As-is (or “raw”) testing typically uses high-performance liquid chromatography (HPLC). HPLC applies no heat, so THCA stays intact and is reported as its own line item, separate from delta-9 THC. A raw flower sample might report 22% THCA and 0.2% delta-9 THC. Under a delta-9-only standard, only that second number was legally operative.

Post-decarboxylation testing either heats the sample first — gas chromatography inlets are hot enough to decarboxylate THCA inside the instrument — or takes HPLC results and applies the 0.877 calculation. Either way, the reported figure reflects total potential delta-9 THC. That is what a total-THC standard requires.

On a COA, look for:

  • A separate THCA row and a separate Delta-9 THC row — this indicates HPLC as-is analysis
  • A row labeled Total THC, sometimes written as “Total THC (post-decarb)” or shown with the formula in a footnote
  • Results in % by weight and often mg/g — 1% equals 10 mg/g, which makes per-container milligram math easy
  • The batch number, test date, and lab name — a COA that cannot be matched to the product in hand proves nothing

If a COA lists Total THC as simply THCA plus delta-9 with no conversion factor, it overstates total THC relative to the statutory formula. If it lists only delta-9, it was built for the old standard. Our COA reader walks through a real report field by field.

Why This Ends Most High-THCA Products

The arithmetic above is the entire explanation. The high-THCA category exists because THCA was invisible to the legal test. Once THCA counts at 0.877 of its mass, any product depending on high THCA content sits far outside a 0.3% ceiling by definition. No cultivation technique, processing step, or labeling approach reconciles 20% THCA with a 0.342% maximum.

The U.S. Hemp Roundtable has estimated that roughly 95% of current hemp-cannabinoid products would fail the new federal definition — directionally consistent with the math. This is not a marginal tightening; it is a different category boundary.

Two caveats. First, a Senate continuing resolution advanced 89-4 on August 3, 2026 with language delaying the effective date to December 11, 2026, but the House version omits it and no delay is currently law. Repeal and replace proposals remain in committee. We are not predicting outcomes. Second, federal law is a floor, not a ceiling — states may be stricter, and many already apply total-THC standards or additional restrictions. The federal formula gives you the federal answer, not your state’s answer.

Check Any Product Yourself

You do not need a lab. You need the COA and one multiplication:

  • Find the THCA % on the COA
  • Multiply by 0.877
  • Add the delta-9 THC %
  • Compare to 0.3%

For milligrams per container: THCA % × 10 gives mg per gram, multiply by container weight in grams, multiply by 0.877, then add delta-9 milligrams. Compare to 0.4 mg.
